煤基产业低碳科技创新与资金支持协整关系研究

摘要: 立足于山西省煤基产业,根据资金支持对科技创新的促进机理及存在问题分析,从政府、企业、金融机构三个层面,对煤基低碳科技创新与资金支持的协整关系进行实证分析。研究结果显示,政府资金、企业资金在煤基产业科技创新的研发和产业化阶段起到正向刺激作用,而在成果转化阶段金融机构贷款起到正向刺激作用。应尽快建立以财政资金为引导,企业投入为主体,金融机构贷款为支撑,风险投资为重要发展方向、优惠政策作扶持的多元化多层次创新投入体系。

Abstract: This study analyzes the cointegration relationship of low carbon technology innovation and financial support from three aspects: the government, enterprises and financial institutions based on the shanxi coal industry, according to the promoting mechanism and existing problems. The conclusions of this paper are as follows:Government funds, enterprise funds in the coal based industry’s scientific and technological innovation in the development and industrialization stage has played a positive role in stimulating;Financial institutions loans has played a positive role in ?achievement transformation stage. Diversified multi-level innovation investment system should be established as soon as possible ,with fiscal funds as the guide, corporate investment as the main body, financial institutions loans to support, venture capital as the important development direction and preferential policies to support.
